A proposed service can sound positive in conversation and still be weak when tested against people, evidence, operating detail and commercial reality. The Full Viability Review looks for the gap between the idea as described and the service that would actually need to exist.
This is where Pheon challenges the substance: whether the management route is realistic, whether the local market can support the plan, whether the proposed service area is sensible, whether the staffing assumptions work and whether the applicant is ready to fix the gaps instead of simply pushing ahead.

A care service can be registerable and still be a bad business idea.
A service may be capable of registration and still be commercially weak. Pheon Market Check considers local competitors, provider density, market opportunity, commissioning environment, private-pay opportunity, workforce/recruitment pressure, geographic viability and other existing Market Check indicators.
Possible outcomes
A positive Viable result does not automatically admit the customer to the Build Phase. Pheon makes the acceptance decision.
Not every case progresses.
Pheon only takes a case into the Build Phase where there is a credible route to registration and the applicant is willing to address the required foundations.
